Increase non-profit share of child welfare institutions to 40 percent
MP Kjersti Toppe has introduced a proposal to raise the proportion of residential child welfare placements run by non-profit organizations to 40 percent by 2030. The proposer argues that a 2018 Storting resolution setting this target remains unfulfilled, and that the Directorate of Child, Youth and Family Affairs' procurement practices and poor oversight have contributed to this shortfall.
