About this bill
Strengthening non-profit sector in health and care services
The Standing Committee on Health and Care Services is examining two private member's bills aimed at strengthening the non-profit sector in health and care services. The committee majority proposes a registration scheme and legal definition of non-profit welfare providers to be sent for public consultation by the end of 2026. Members from various parties also propose shielded procurement competitions, innovation support, reporting on non-profit growth, and weighting quality more heavily than price in procurement decisions. Members from the Socialist Left Party, Centre Party, and Red Party further propose reserving contracts for non-profit providers and phasing out competitive tendering as a procurement method.
