Standing Committee on Finance backs new tax treaty with China
The Standing Committee on Finance is reviewing a government bill to ratify a new tax treaty between Norway and China, signed on 12 May 2023, that would replace the 1986 agreement. A committee majority—comprising the Labour Party, Progress Party, Conservative Party, Centre Party, and Christian Democratic Party—recommends that the Storting approve the treaty. A minority of committee members express concern that the agreement reduces withholding tax on dividends from 15 to 10 percent (and to 5 percent in certain cases), arguing this could encourage increased Chinese ownership in Norway without corresponding Norwegian investment in China.
